VIM (www.vim.org) will syntax-highlight Python code, and has a
"convert to HTML" option under its "Syntax" menu. It helps if a
VI-style editor is your cup of tea, I suppose, but if all you
want is the HTML conversion, it's a quick download that should
get the job done pretty quickly.
