well to answer my question, it seems you can get away with downloading
just the .net redistributable to get an M$ version of MSVCR70.DLL.

APPHELP.DLL seems to be required by a recently upgraded SHLWAPI.DLL. I
dont know whether it's really required, but certainly the so called
upgrade is making depends.exe complain everywhere.
