ANNOUNCE: pySMPP 0.1

Hello all,

I've implemeted a pure python module for the SMPP protocol.
The SMPP protocol is used to send SMS's through SMS message centres
(SMSC). This protocol is often used by mobile operators.

This is my first public release. The status of the project is that it
mainly works, but there are still things to be done. At this point I
would like to recieve some feedback about the overall design and API,
before I go further.
