Nope - as explained in the documentation, you
have to install the example .twander file (
or create a new one) *manually*.  Also,
if you are running Win32, you probably want
to use a different name.  ".something"
is not well handled by Win32 programs like
Windows Explorer, at least on the older version
of the OS.

You are likely not running FreeBSD then.  Again,
I think the docs point out that you should just
put the twander.py file somewhere in your path
and the .twander file in your home directory manually.

Note also the 2.31 has been put on the website...
