I just realized why, in the context of newsgroups, one might be leery of
"blacklists".  We don't want people excluded from newsgroups, etc. without
extreme cause.

I do think that newsgroups have a right to ask people to identify
themselves;
newsgroups should not be _required_ to allow anonymous posters.  It's a
debatable point, and not one that I want to discuss here.
