HKEY_LOCAL_MACHINE/software/Microsoft/command processor

Set CompletionChar to 9.

But it hasn't always been scrollable.  That's the #2 reason I replaced
Win98 with Win2k.  (The #1 reason being that my '98 box froze or
bluescreened daily.)
