On MacOs 8/9, you can download MacIntosh Programmer Workshop (MPW) from 
Apple's site, This is not what you'd call a 'user-friendly' tool anyway.

I don't think wxWindows runs on MacOs 8.x, and I don't even know if it 
compiles with MPW.
