Creation of the Python-Logic Project/SIG

Hello Pythonistas,

Since too few people voted +1 on the meta-sig mailing to agree with the
creation of the logic-sig, I decided to create it and host it at logilab.org.

If you are interested in logic and constraint programming, please join the 
mailing list and help us move this forward. Logilab started to implement
some things internally and we will (slowly) publish them along the way, but
as usual, the more hands the more work gets done the faster :-)
