The XML-SIG would be the appropriate place. From a glance at your
report, I'd agree that there is a bug somewhere, but it is not obvious
to me what the bug is, and it looks like anybody approaching this bug
would need a lot of time to investigate it. So it is questionable
whether posting a formal bug report somewhere would advance getting it
fixed.
