There aren't any functions (that i'm aware of) of that nature in the 
standard python libs (except for manipulation of *.wav, *.au) .etc. Of 
the options like gump and pyXMMS (not cross platform), i'd consider 
snack to be one of the best although being wrapped around tcl like tk grrr!.
