It is being developed further, last I heard it passed all the Python
2.2 regression tests and they were aiming for a public alpha some time
soon.  Still some Zope issues.  

I'm not sure if any of the above is still current, but it was a couple
weeks ago.  http://psyco.sourceforge.net has mailing list archives.
