Is MailMan an option? (http://www.gnu.org/software/mailman/mailman.html) 
It's a mailinglist app written in Python, so it must be easy to incorporate 
it into your program.

Not only are mailinglists good examples of mass mailing, but by using a 
mailinglist, you get the opt-out part for free. And it will save you a fair 
amount of coding/testing; after all, network related programs are a *** to 
make and test.
