It should be possible, since tclperl for Windows exists.

Unfortunately, I am not knowledgeable in that area, but the only problem 
is generating the DLL, although it is only a single C source file. 
Installing should be no problem.

I kind of remember Jeff Hobbs talking about generating DLLs with gcc on 
Windows ?
