Creating users on Windows NT

Does anyone have sample code to create a user
on a local or a remote NT machine?

I'm trying to sort through this Microsoft WMI stuff
because it seems like that would allow me to
create a user on a local or a remote machine,
but it's taking me forever to figure out where
to start... Right now I'd be satisfied if I could
just create a user from the Windows cmd.exe command line
and simply call that from Python.

Does anyone have experience with WMI and Python?
Assume ActivePython...
