HTML Tidy and Python wrapper

Dunno about a python wrapper, but a wrapper for Tcl has been done and
some mods to tidy are done that allows it to be repeatedly called
instead of "once through" batching as it comes from the "factory" ;-)

Check out Tcl on SourceForge and look around for TclXML etc.
