You call that obfuscation? :) You even have superfluous whitespace! I'll give
you obfuscation:

/usr/bin/p*rl -pe's`<b\>`$^X++%2?q{</b>}:$&`gei;' datafile

I managed to use only ^`'{}$%&<>?/;+:*\ -- still lot of punctuation left :)

INTERCAL, anyone?
