This isn't correct. For example, RMS quite clearly states in his FAQ about the GPL that
dynamically linking with GPL libraries constitutes a derived work. Under the GPL,
permission to generate a derived work is only granted if one agrees to make the
derived work Free Software according to the definition and license thereof under
the GPL.
