REPOST: How to do "ANN:"?

A couple of times I've tried to annouce package upgrades using "ANN:"
entries to c.l.p and c.l.p.a, but nothing shows up.  Is there a magic
decoder ring?

Most recently, updates for mkpythonproj, pdx, and pyperlish.
