Fortunately it can be partitioned into stages:

- the context determines the details of rules,
- the noun (which noun, not its form yet) determines the form of the numeral,
- the numeral determines the form of the noun.

Or maybe it's more like this:

- the context determines the details of rules,
- the value of the numeral determines the form of the noun,
- the noun determines the form of the numeral.

Or whatever, I'm not sure. But it works in most cases.
