Although I suspect that hardly anyone is really going to read (or be
interested in reading) anything on this subject any more, it should be
noted that you raise a valid point about the ways decisions are made
and justified with respect to the development of the Python language;
such observations stand out from many of the other messages focusing
on Python's leadership.

It appears that you're suggesting that a highly-specialised interest
group are the inspiration for the recently proposed changes to case
sensitivity and division. I suppose we ought to be grateful that such
inspiration didn't come from a paper describing feedback from a
"Python for Perl Programmers" course. ;-)
