I think such a THEY literally does exist. There are five guys who
constitute this THEY, as described here:

They are Tim Peters, Barry Warsaw, Jeremy Hylton, Fred Drake and 
Guido van Rossum. These are the guys who work on Python full-time,
work with Guido on a daily basis, maintain the boring stuff that
us non-paid types couldn't be bothered with, etc.
