Yes, if you send it to us we will put it in the repository.
No, we do not have a formal submission user interface with security etc.

We feel that the submission process should be done at a *source
repository* level (like CPAN) and PPM should provide binary views over
the source repository. ActiveState would rather see the CPAN equivalent
come out of the community so we haven't pushed into that area ourselves.
Progress *is* being made in the community.

Well, right now you'd have to install ActivePython to do it.

I've been putting off figuring out the right license to put PPM under.
The PSF license is probably fine but we need to talk to a lawyer about
who should actually own it. I'll do this in the next few days.
