pythonwin / Unrecognised section header 'colors.'

I tried to cut my [colors] section from my D:\Python21\Tools\idle\config.txt
file to D:\Python21\Pythonwin\pywin\default.cfg.  This is the message that I
get:

Error loading configuration 'default'
Unrecognised section header 'colors.'

This is ActiveState 2.1 on NT4sp6.

Is this expected to work?
