Weird PPM problem.

I installed RNG using PPM.  Trying to use it I couldn't get it to work.  I
tried installing it again and was told that it was already installed.  I
tried to upgrade it and was told that it wasn't installed.  I deleted all
the files associated with it and get told by PPM that it's already
installed when I try to install it again.

How do I get PPM to forget that a given module has been installed so that I
can try to install it again?
