Amen.  Notepad is really really weak.

Emacs or vim may be a liiiiiittle too much for someone 
who is used to Notepad.  Look for PFE (Programmer's File
Editor); it does everything Notepad does, the way notepad
does it (except for the bug about adding .txt behind your
back even if you specify an extension), but it has lots
of extra features you'll find very handy.  No syntax 
highlighting, but it also has no learning curve.  If
you don't mind spending money UltraEdit is also decent
and does have syntax highlighting.  Neither of these
approaches the featurefullness of Emacs (which I use)
or vim, but they also don't take so long to learn to use.

I don't know about pythonwin.
