where is 2.0b1 zlib.h

Please study PCbuild\readme.txt from 2.0b1.  It was extensively rewritten
from earlier versions to make very explicit what needs to be done.  Once you
read it, you'll understand that "where do I get zlib.h?" is an answerable
question, but not enough on its own to get you unstuck.
