Python 2.0 and SOAP

Does it not work with 2.0?  Obviously, a 2.0-specific version would
support different encodings, and could use other new things in 2.0,
but I wouldn't expect the existing code to break with a new version of
Python.

No. The XML-SIG is probably the closest thing.
