The slow response, at least, does not appear to be SourceForge's fault. I run
a mailing list via SourceForge (the mtx mailing list, see
http://mtx.sourceforge.net ), and mail has been very slow at getting anywhere.

Problem Description:

NORDUnet is seeing the prefix 198.186.200.0/22 flapping
through TeleGlobe, and the prefix is currently dampened away
from NORDUnet's routing table.
This prefix causes unreachability of www.sourceforge.net
and inability to look up names in valinux.com's domain, causing
several user inquries over the day.

Problem reported to TeleGlobe for tracing and reporting on to
their
upstreams so that the underlying reason can be found and fixed
(we hope!). TeleGlobe ticket #149459.

This basically means (from what I understand) that TeleGlobe (which is
sourceforges ISP) has problems with unstable routing.
I would suspect this is not a problem only from NORDUnet.
