Newbie: How to convert "<" to "&lt;" ( encoding? )

Hello all,
The subject says it all.  I'm sure there's a Python function that will
convert:
"<"  to  "<"
">"  to  ">"
etc.
Do you know what the function(s) is/are?  Any help or pointers are greatly
appreciated!
