urllib2 was written by Jeremy Hylton
urllib is a historic part of Python, probably written by Guido.

Note that bugs in them should be reported on the SF pages, though.
Questions about them can be asked here, and will usually be answered
by someone else then the original author, which is considered fine
by most people.
