Trouble installing numpy - newbie

I was unsuccessful installing the numerical python package on a Win95
OSR 2 machine, with Python 1.5.2 installed.  I thought disutils
installed correctly, but then using winpython, I did a run on the
setup.py file in the numpy unzipped directory.  It appeared unable to
find a file "cl.exe"

I did a find on my hard disc and did locate a file with this name on my
c:\msdev\bin directory.  Is this the correct file and how do I do a
correct install?
