You need to change line 548 of pywin\framework\scriptutils.py from:
    tabnannyhome, tabnannybase = os.path.split(tabnanny)

to:

    tabnannyhome, tabnannybase = os.path.split(fname)

This fix was made on April 7th, so is already in builds 130 and greater.
