Using python with automake/autoconf

This is probably a stupid question, but i've searched my python
distribution, google.com, freshmeat.net, and deja.com, and can't
find an answer.

Both Pmail (http://www.scottbender.net/pmail), an email client
written in Python, and Anaconda, the new Red Hat installer, seem
to have some python development helpers i don't have. In the
Makefile.am, all they had to do was make a variable python_PYTHON
containing python files they want compiled, and automake took
care of the rest. They also came with a program called
py-compile.

I don't have anything on my system. I use Debian 2.1, with the
python 1.5.2 packages ported from the upcoming Debian 2.2. What
am i missing?
