Modulator.py in Pythonwin?

First, Pythonwin is part of the Win32 extensions and doesn't have a tools 
folder. Second, yes, you'll need the source distribution of Python. While 
you now *can*, on Windows, build extensions without access to the source, 
you won't be able to debug, and you won't be able to grep.
