I found it in three places:

/System/Library/Frameworks/Kernel.framework/Versions/A/Headers/net/zlib.h
/System/Library/Frameworks/System.framework/Versions/B/Headers/bsd/net/zlib.h
/System/Library/Frameworks/Zip.framework/Versions/A/Headers/zlib.h
