re.LOCALE | re.IGNORECASE doesn't work as you'd expect

hello,

i was surprised to notice that re.LOCALE doesn't work with re.IGNORE
like you'd think, ie re.search('KÄÄ', 'käärme', re.I | re.L) returns None.

is this a bug or a feature, and is pcre to blame, or python?
