New patch submission guidelines

We've started a new way of dealing with patches.

>From now on, patches must be mailed to patches at python.org, and must
conform to a set of requirements set forth in

    http://www.python.org/patches/

Patches sent to me personally and non-conforming will be bounced; see
the above webpage for details.

Developers (python-dev): feel free to subscribe to the patches mailing
list!
