No, you can run it remotely, just set the CVSROOT env variable to
:server:user at host:/cvs/directory
If you install the lastest cygwin tools you will get not only cvs, but
also a ssh, so you can run cvs over ssh and get a secure connection.
That's what I'm doing and it works great.
I love to pretend my Windows machine is a Unix box.
