Many ISP's, at least if they are over some threshold of
professionalism, run backup tapes on a schedule and save archival
copies at intervals.  While they might be unsympathetic to putting in
a lot of work to recover something for an individual, they might be
persuaded that this is important to an entire global community - which
it is.

My two cents worth.

(It is far from being a sure thing that a disk recovery will work, by
the way, no matter how much you pay the specialist recovery firm.)
