I think, the original poster had a web based e-mail system in mind,
something like hotmail, yahoo, etc.  There is in fact a web based
e-mail solution called "mailman" somewhere (I din't find the url
handy, but last time I looked, this wasn't something I would recommend
anyway).

Most web based mail solutions are written in PHP, however, there
is at least one such thing written in Python and runs in Zope:
