New wxPython list

Since the Starship has flamed out I have created a new wxPython mail list.
I had planned on moving the list anyway so this seems like a good time to do
it.  Unfortunately since starship is dead I can't get the current subscriber
list (or the archives!) so you'll have to resubscribe.
