Frames and sizes

I've written an interface with a menubar and a dummy frame at the
bottom. Within the menubar I have a couple of commands which open new
windows using toplevel. My questions is how can I open a window within
the dummy frame without the dummy frame resizing to fit the new window
(that is the new window should conform to the dummy frames'
dimensions).Should I be using a frame inside the dummy frame? Thanks.
