Announce: CVS Access to source code for Python for Windows Extensions

All source code for the Python for Windows extensions are now being managed
by CVS.  Anyone can use anonymous access to ensure they always have the
most recent sources available.  There is also a "checkins" mailing list
provided, so you can be informed of all CVS checkins made into this
repository as they happen (or daily if you use the digest mode!)
