Comment in Grail source code

Just a quick question; this comment in the Grail source code has me
perplexed:

        # TBD: this is a horrid hack used so that
        # mailtoAPI.mailto_access can get at the URL of the page that
        # the user has clicked off of. -baw

Is "TBD" a common abbreviation in source code?  Does it mean "To Be Done?"
