Why is tcl broken?

I meant that Python addresses all the major areas
of application that Tcl's designer claims Tcl was
designed for.

I don't regard extending Tcl as an "application"
of Tcl -- it's just a means to an end. Python
achieves many of the same ends as Tcl using 
different means.
