win32net.pyd--NetUserAdd

I am interested in adding user accounts on WinNT using python. The
functions "NetUserAdd" and "NetUserSetGroups" in Win32 networking
aren't implemented in then win32net.pyd-module. Does anyone have
mapped these functions? Any other ideas?
