Thank you for your support. Indeed it's very problematic on Windows.
But I have found a solution: we using pyAD. https://zakird.github.io/pyad/

Hi guys, 

How should I properly use timeout in basic operations like
.get_naming_context? 

Imagine this code:
l = ldap.initialize('ldap://test.xyz.com')
l.get_naming_context() 

But this times out on some internal TCP connection timeout, which is
pretty long, can I use a shorter one? How?

Yes it does support ldaps! It accepts the same ca options as start tls. Ldaps also protects from some security issues that start tls does not so it?s highly recommended to use it. If you need any more help please let us know.
