[python-events] Adding adding new PyDay event

Please add the following event:

 * name of the event: PyDay Maradi 1st edition

 * type of event: Meet-up

 * focus on Python: Meeting other Python developers and talk about how
we can continue with python event like this upto the point where we
can bring PyCon Niger.

* approximate number of attendees: 50 * location (incl. Niger
republic🇳🇪): Maradi Niger🇳🇪
* dates/times/recurrence (incl. WAT): 29-10-2023/10:00am/timely recurrent *
