[python-events] Add my event to python events

Yesterday I revived an email with the confirmation of a grant for my
Workshop, where Betsy Waliszewki told me that I have  to write this address
to include my my event in the event list of the foundation.

The website of my event is https://wtpc.github.io/ and the dates are
between February 26th and March 9th, 2018 in Bernal, Bs. As. Argentina.
The event is a Workshop on Scientific Programming called *Third WTPC 2018*
