Sorry, I wasn't clear.  I'm not suggesting that signals should be
handled outside the interpreter.  Instead, why do we call
PyErr_CheckSignals() in Py_MakePendingCalls() rather than distinctly,
right before we call Py_MakePendingCalls()?
